Transport Readiness for Climate Finance

EMBARQ identified seven essential issues to address in order to successfully plan for, access, and operationalize transport climate finance:

1. Institutional Arrangement – Setting concrete goals and coordinating interactions among public institutions.
2. Enabling Environment – Creating a favorable investment climate and capacity to manage financing and implement projects.
3. Financial Strategy – Identifying, at a high level of government, a combination of funding sources and a pipeline of bankable projects.
4. Attracting the Private Sector –Encouraging private investment in transportation by mitigating investment risk.
5. Assessing Co-Benefits – Identifying the socio-economic, environmental, health, and other positive externalities of low-carbon transport to help strengthen the case for investment.
6. Tracking Emissions – Investing in the strategy and capability to properly measure, report, and verify (MRV) the emissions of projects.
7. Data Requirements – Collecting and managing data on transport activity, mode share, emissions rates, and fuel carbon content is essential to evaluating investment impact.

Investing in these readiness conditions will help countries and local governments to access and make the best use of climate finance resources for transport. These conditions can also produce broader positive outcomes for the economy, government and environment.
